Mr. Chau has a police background, having served in the Hong Kong Police for 34 years. In 1997, while he was a Senior Assistant Commissioner of Police, Mr. Chau was seconded and tasked to set up AVSECO at the new Hong Kong International Airport. Under his direction and leadership AVSECO has developed into an internationally recognized elite aviation security organization. As the Executive Director of AVSECO, Mr. Chau is the Director of the company’s Aviation Security Academy, which is also the Training Centre for ICAO and IATA. He is an ICAO Certified Instructor and is also lecturer for several local and overseas universities. He is currently the security consultant to various airports in China including Beijing and Xinjiang airports.

Mr. Kamal started his career in 1980 and has held the Chief of Security position at several airports in Malaysia. Besides aviation security, he has extensive experience in airport operations ranging from airside operations, airport fire and rescue services to terminal operations when he was at KLIA for nine years. He is actively involved with airport planning and was a member of the Shadow Management Group (SMG) for KLIA Project. He was trained as a Crisis Manager and has attended a Senior Crisis Management Course in the USA, International Disaster Management Course in the UK, and anti-terrorism courses such as ATP and Terrorist Incident Management, USA and National Security Council (NSC) sponsored programme. Besides Police Inspector Training at PULAPOL (Royal Malaysian Police Training Centre), he was also trained in Criminal Investigation (CID) and Jungle Warfare (PPH). He also sits on the Board of Auxiliary Police Association of Malaysia.

Mr. Cabral accounts for thirty seven years in aviation, which comprise of 23 years of military aviation, with Air and Naval forces, 7 years of Commercial aviation and 7 years of aviation regulatory experience. Continues to be an active helicopter pilot holding an Air Transport Pilot License with an instructor rating. Extensive front line aerial combat and Operational Command experience in conflict and crisis situations, with expertise in innovative mission planning and execution. Decorated with the highest National Heroism awards for Gallantry and Conspicuous Bravery. Joined the civil aviation regulatory body, the Civil Aviation Authority of Sri Lanka in early year 2003 as a an Aviation Security and Flight Operations Inspector and since December 2003 functioning as the Deputy Director for Aviation Security and Flight Operations Inspector, as well as National Co-ordinator for ICAO Universal Security Audit Programme. Participated in many Aviation Security and flight operations International training programmes, and International forums related to aviation security, facilitation and operations since joining the regulatory Authority of Sri Lanka.

Mr. Jai was appointed to his current position from 2004. He has started his career in AvSec field since 1982 from screener/ supervisor/technical specialist of anti-unlawful interference/ inspector for security and dangerous goods. He has extensive experience and background in the field of technology, when he serviced for Aviation Police Office also in charged for purchasing security equipments and designing of checkpoints for all airports in Taiwan. In his current position, he is the Principal Security Inspector for eight airlines and four airports and Dangerous Goods Inspector for one of the major airlines in Taiwan. Also he is one of the national level instructors for AvSec and DG.

Along with his position for IACSP, Mr. Raj is also the Director for Centre of Stratad Asia Pacific Strategic Centre and founder of Stratad Group based in Kuala Lumpur, Malaysia. The Centre is verified and supported by the Ministry of Defence of the United Kingdom and Ministry of Defence of Malaysia for military support training in counter terrorism. He currently works closely with Dr Rohan Gunaratna, who is Head of the Centre for Political Violence and Terrorism at the Nanyang University in Singapore. They have conducted joint-trainings on political violence and terrorism for the Ministry of Defence in Malaysia. Mr. Raj provides training on high risk environment survival and conducts personal risk and threat management analysis based on the C.E.D.A.R method for private and public sectors.

Over the past 20 years, Mr. SIU has served in various units of different job nature, mostly frontline operational units as well as the Police-Community Relation Unit and the Criminal Intelligence Bureau where he had the opportunity to participate in a number of operations targeted against the organized and serious crime syndicates. In August 2009, he was assigned to take over the post of District Commander of the Airport Police District in Hong Kong.

Mr. SIU has over 400 officers under his command including the Airport Security Unit. Apart from preventing crimes within the Hong Kong International Airport, the Airport Police District is also tasked to ensure the security of the Airport is commensurate with the prevailing threat level and to initiate immediate police response to any emergency and aircraft accidents, security incidents and terrorist attacks in the airport. The Airport Security Unit is a specialized unit that is dedicated to counter-terrorist response. Its core responsibility is to maintain security of the Airport by providing a highly trained, high profile, uniformed and adequately armed police at critical parts of the airport.

Mr. Cortez has been with the Authority since 1981. He has certificates as ICAO TRAINIAR Course Developer and ICAO National Avsec Inspector. He was designated as a member of the Security Oversight Team since 2003. He has a degree in Electronics and Communications Engineering and is currently working on his master’s degree with a thesis on the subject relating to civil aviation security management. He has extensive experience in training development, implementation and evaluation on various aviation disciplines especially aviation security. He has been involved in various national Avsec training as senior training specialist/ supervisor utilizing ICAO approved Aviation Security Training Packages (ASTP’s). He has participated in various experts meetings, seminars and training on aviation security in the Philippines, Hong Kong, Malaysia, New Zealand, China, and Montreal, Canada.
